The earliest known survey of support centres in the UK was that of Beveridge in 1993 (PDF on the Right hand side). Beveridge established the Mathematics Support Association. in a first attempt to draw together those interested in and practising mathematics support. The Association produced the Mathematics Support Association Newsletter from 1994 -1999. All of these newsletters are available here form the left hand side menu.
